Has neither 'good' or 'bad'. It is only when it is attached 'the meaning' then it becomes 'meaningful' and make sense. It you attach 'good' meaning to it, then it is good to you. If you attach 'bad' then it is 'bad'. Different people attach different meanings to numerical digit. Read enactment theory, sense-making theory, you will understand more.
