Help needed. Issues with toilet grout

Hi bros and sis, i would like to check what is this orangy stuff in grout. I hv not moved in yet and did not use the toilet for showers. Contractor scrap off and replace the grout but it came back extremely  fast. 

 

Need advice please. Very disheartened
