general contractor

hi 

i do not intendcto get ID as my requirement & budget is not high. i intend to install ceiling fans, false ceiling in living room & lights, whole house nippon painting & some very light plumbing. i already have basic design. i anticipate my budget to be around $10k. no reno needed for kitchen. no need feature wall. shoe cabinet, tv console from ikea. no need for floor or toilet reno. mimimalist design.

1. is there some thing as bca or hdb registered or licensed contractor? cos this will give me some quality assurance.

2. a ID will cooridnate design, hacking, painting, carpentry, plumbing & licnsed electrical works. does a contractor do all this? 

what i scared is if electrical works, which is hidden, if not done properly then big trouble.
