BTO defect check can it be done after hacking?

Hi guys, 

I have appointed ID and hacking works will start first on the 23rd this month, followed by HDB cement screeding. Thing is I haven't done the defect checks and ID say can do after the hack. 

Is this true? MMine is premium bto but opt of all. No tiles, basin etc etc. But there are defects on the door. 

So Can defect be submitted after hacking works begin? Or its strictly before reno works.
