Ceiling Delamination

Hi Guys,

Recently my toilet and kitchen's ceiling showing delamination. HDB had seen my damages and request me to seek private contractors to repair the ceiling, a total of 3 patches at these 2 locations.

Contact a few contractors but unfortunately only 1 get back to me with a quote of $600 for 3 patches. Is this price reasonable? Any kind recommendations on the contractors?

If I were to DIY, what are the materials that I need? Cement and Paint?
