Help: How To Open This Floor Trap?

Got a very noob qn here:

How do i open this drainage hole? In my bto toilet.

There's an OPEN label but when i turn it counter-clockwise, it just doesn't open

Can't seem to lift it too

insert something like a allan key through the hole and pull it up

tried but still can't seem to lift it up!

Is it not supposed to be opened, or a defect?

Break it and buy a new one to cover it

it could have bite by some chemical before.

Not sure this have been solved.

but I opened it by inserting a screw driver into the holes and turned it clockwise.

Its a screw on like a cap? Is this a new design?
