All the electrical wiring in the home terminate at the DB such that relocating the DB implies that the electrical conduits housing the electrical wiring embedded in the concrete walls, ceilings etc need to be rerouted to the new location. This requires extensive hackings as the exact placement of the electrical conduits is unknown. In addition, you need to install new electrical wiresplus electrical conduits as the length of the original electrical wires are just nice (no extra length for relocation) such that any relocation requires new electrical wires from lighting points, switches etc to new DB. Patching all the electrical wires with insulation tapes to new electrical wires done by some electrical contractors is an easy and much cheaper way to relocate DB but will compromise the electrical safety of the home. It is either costly and messy hackings with new electrical wires etc or cheap relocation with electrical safety compromised. Alternatively is to do hack partially the wall below the DB to do a bar top. would that be possible? Or is it a case that I shouldn't be touching the entire wall where the DB is located?
