I just got rejected for the appeal.update: Those whose flat application date, listed in the HDB website, that is after sept 2014 can forget about appealing. Thats what I got from HDB. Now having a big headache on the extra amount needed for the floor work..Hi joajas, I applied for Jan13 BTO which will be ready in Q116 (PCD), I appealled around end Oct15, and got approved 3-4 days later, Good luck! pDark 1 Report post Posted December 30, 2015 Hello guys, came back from a hiatus to post more info on this: 1. You can make a cement screed appeal if you have applied before Oct 2014. That means even if say you have applied sometime in Sep/Nov 2012 and going to collect keys soon, you can appeal.2. The cement screed appeal is only for laminate and vinyl flooring. HDB will not be considering screed appeals made for homogenous tile flooring. As for other types of flooring, I do not have info on it.3. Send your appeal to HDBSales@mailbox.hdb.gov.sg. State your application no., when u applied etc.4. Alternatively, during key collection, tell the officer attending to you your intention to appeal. The officer will direct you to your nearest HDB branch at your new estate to make the appeal. 5. The free cement screed service will be done up to 40mm, which is not enough to be leveled with the rest of the flooring. You can get the contractor doing the cement screed service to do a top up, at a price of $150 onwards (3 bedrooms). Alternatively, get your ID to level, which of course comes at a price too, unless you able to negotiate a free deal out... 6. Free cement screed services can take up to a month long waiting time, with much chasing to be done if you want to expedite. Nevertheless, it's a $1500 to $3000 amount of savings. Save your $$ too... So I thought he was quite an honest ID lah..(even though I did not sign anything with him yet). So I went to email HDB recently (following what u guys recommended to say) but there was no official email approval from HDB officers! one of the HDB officers just called us on the phone to tell us to approach our nearest HDB branch Office after the collection of house keys to seek for the appeal of cement screeding. So technically there is not official approval from them. Did u guys who made successful approvals have any email approval? Will HDB complete the cement screeding now before your key collection or only after you collect keys then HDB come back to cement screed? Damm... If application date of your flat is before the announcement of the cessation of the complimentary service then it is likely to be approved.2. Nevertheless, it's a $1500 to $3000 amount of savings.I do not think there is any point chasing them, the branch office will tell you upfront that the wait can be 2 to 3 months, you apply only if you can wait. If rejected they will call you, else if approve, their contractor will call you when they want to go up. you need to get a number lock for your flat and write the pin on the form.Screeding is done after you collect your key, remember dont lock the gate and main door with keys after you submit your form, just lock with the number lock using the pin you had written on the application form. I asked them 5 days (21 July 2016) before I collected my keys via email, on the day (25 July 2016) of collecting the keys via form and 1 day (26 July 2016) after key collection as a followup of the email sent earlier. Below is their reply via email on the 28 July 2016, Quote With effect from 1 Oct 2014, HDB has ceased to provide the Smooth Floor Rendering (SFR) service, i.e. cement screeding, that had previously been provided on a goodwill basis upon request. Nevertheless, we have already informed XXX Branch Office to expedite on your request for SFR. They will get in touch with you soon. She sent me a form (see enclosed) to fill up as well. Just get prepared and submit them back as soon as possible. If you have not purchased any number lock, just give them any random number first as the number on the number lock can be re-set to any number. I sent them back on the 29 Jul 2016 and the next thing you know is that the SFR contractor called. I had to bring forward my SFR due to the Defective Check delay and National Holiday. The SFR contractor HDB engaged came last week to do some measurements (checked the floor height without cement screed against the Kitchen flooring). He told me there was a difference of 60 - 70mm difference in each room. Therefore, I need to top up those differences for it to be leveled with the kitchen flooring. When I asked him how much do I have to pay for his extra services, he quoted me SGD 700.00 for a 4-rm BTO flat. Just be careful with these guys and double check their measurements especially the "leveling" equipment that they are using. By right, there should only be a 50mm difference. HDB has already pasted a sticker with measurement to mark the height on each door. You can use that to your advantage. Anyways, I have requested for them to do another measurement before work starts. Tomorrow (11 Aug 2016) they will start work and I will update again. So it depends on how fast you react to their request. Mine took 18 days from the day I collected the keys up till the day they start with the SFR. PS: Applied HDB on 31 Jul 2012. Share this post Link to post Share on other sites
