My Neighbour Concealed Aircon Pipe Broke. Advice Needed

I am staying in an inter terrace. My neighbour tore down and rebuilt their house. Shortly after they moved in, we started noticing water mark on our walls. 1 week later we noticed water leaking out from the wall. I started checking with my neighbour to see if they have the same problem. He was not very helpful. I called in a contractor and found out their air con pipe concealed in the wall broke. The water leakage was so bad it destroyed my living room and a bedroom wooden flooring. My father in law had to sleep in the living room sofa due to the damage. We called in our neighbour and his contractor to discuss the issue. During the discussion we established that it was their aircon pipe that broke. We managed to get a quote close to 7k and my good neighbour says he is only wiiling to pay us 2k. My dear neighbour owns 2 cars, both psychiatrists tells us they can't afford it now and can only pay us 2k!

My neighbour told us this is what they can pay. If we are not happy we can just go to bca and then settle with his contractor. Meaning my neighbour will not be involved in this process.

What can I do? My dear neighbour never once apologize for the inconveniences he has caused us. And behaving like he is the biggest victim in this whole issue.

Really need some advice on this. Really hope to solve this problem as soon as possible and may justice prevail.
