Modern Hanging Bulbs Lights

I have notice a trend in these hanging bulbs. Just a few questions for those who owned them:

1) will the bulbs swing if there is a big gush of wind?

2) if place near living room ceiling fan, will the hanging bulbs swing too?

3) can I DIY and paint those wires black or have to buy specially from lighting shops?

3) best to get the wire. Rubber coating of the wires generally is flame retardant, not always true with paints.
