Bathroom Ceiling Leaking

Hi All,

Kind of desperate situation... I have been experiencing a master bathroom ceiling leak for a year. The water leak is coming through the electrical conduits of the bathroom ceiling lights. My light fixture (looks like an inverted bowl) will collect water and I will need to empty it every week, not to mention the conduit is probably filled with God knows what kind of water....

Spoken to the owner upstairs and he maintains that we can't proof that he is causing the leaks, the condo management says warranty is already over and hence it is really between the owner upstairs and us. They can only write a letter to the owner upstairs but that's all they can do...

I asked the owner to do a "flood test" i.e. use a dye to flood the bathroom floor and see it the dye will seep through to my bathroom downstairs, he refused citing that it will inconvenience his tenants in his unit.

I asked him to not use water for a day to see if the water meter will run (proving that there is a leak/crack in the embedded water pipes), he did it only for 3 hrs. Meter did not move.

I like to ask for advice on the course of action....

Is there a independent body that can source out the leak? Who pays for such services/consultation? Any expert leak specialist to recommend?
