Haulage And Debris Removal Services By Town Council

Will like to find out if it is normal for Town council not to provide haulage and debris removal due to HDB block is not newly completed?

Any advice is appreciated. Thanks.

I'm not actually asking for free haulage and debris removal from the Town Council but paid services. Instead they just reply they don't have it due to my block not newly completed. Which is why i ask is it normal?
