is it possible for a constructor to just see pictures of the design i want then construct accordingly?

and..

do you guys know how much will a contractor charge for the services below? within $10k?

1) application of HDB renovation permit

2) ceiling works - lights

3) plumbing works - kitchen and toilets

4) painting works

5) carpentry works - only kitchen cabinets

6) electrical works - help to install LED lights and electric points and switch

7) washing of the house after renovation

8) protect the tiles with floor protector while renovating

9) Service yards windows

10) window grills for all windows
