Aircon Piping Insulation (Is This Normal?)

Need some help from the gurus here. I noticed that the aircon insulation did not run all the way to the compressor. The ends of the pipings connected to the compressor were not insulated. I've checked with the aircon person and she said that is the normal practice. So the question is, is it really the normal practice?

There shld be a cover to cover to cover the piping to the compressor
