For Those Who Got A Sale Of Balance Flat, Did Hdb Do Free Screeding For You?

Got a sale of balance flat in the March 2012 exercise, it's a brand new unit (no one has lived in it before), but HDB is refusing to do free screeding for me. the Flat is around 9 years old since lease commencement date.

My ID is quoting me 1300 to do screeding for 3 bedrooms which I can't afford. Anyone have any inputs? anyone managed to get their screeding done by hdb for sale of balance flats? any emails of people concerned whom i can concern? any hotlines?

quite desperate here :(

Check with HDB first before you confirm with ID. If I am not wrong, HDB will do the screeding for free for the first time.

I was dumb enough 12 years ago for not checking with HDb for free screeding for my existing house, end up kena "cheated" by my ID for $1,000+, cannot remember the exact amount le.

yes, thats my understanding too. So anybody who got a balance flat, can you confirm whether HDB did the screeding for you?

Did HDB give u a form to fill in which area u want to cement screed?

Maybe U can do a check with HDB branch office of your estate

To my understanding they provide free

yes, i fill in the form and then hand in ti my branch office, got a call from the technical officer saying my request was rejected as my flat is repossessed. But the fact of the matter is that my flat is NOT REPOSSESSED! it is a brand new flat that no one lived in before, but he is that old uncle kind that you can't talk with , keep talking and don't want to listen type. It's clearly indicated that my flat is not a repossesed flat. seriously I wanna go and talk to MP about this, otherwise my ID is charging me 1300$ for the screeding which i think is ridiculous.

So it was repossessed, but never occupied. Very weird.

Just to confirm, the floors are completely bare, just rough concrete. No tiling at all?

If so, you have a strong case to HDB to do the cement screeding.

I wouldn't go to MP yet. Might be faster to go down to the Branch office and ask who you can speak to to appeal.

Or you can email the branch GM and tell him your case. Ask him who you should talk to about this.

I find the first-line customer service in HDB not very helpful. They are good at template replies, but rarely listen to the details of each case before answering. They don't even reject you with reference to your case. It's just a general rejection. Very frustrating.

Mine is also a repossessed flat.

The flat comes bare. Whatever renovation works done by previous owners were hacked / removed. (Good in a way because it saves us the hacking cost) but the replacement given to us.... leaves much to be desired.

EG:

- WC in the toilets - it is a pipe that connects the tank to the seat. Reminds me of the toilets we have way back in the 80s. Seriously! If this is the case, then why replace?

Floor is bare except for the kitchen, service yard and toilets. There is a small hill of dried cement in the living room. We also asked for cement screeding for the flat but was rejected. Then we said that we intend to do laminating flooring and the contractor said he would do the screed only for the 3 bedrooms, not the living room area.

We received our keys on 18 September. To date, nothing has been rectified yet. :(
