Looks more like ceramic tiles.Anyway.. if the surface is matt/textured, I use very very fine sandpaper to remove cement streaks.If is gloss finish, try using acid wash. I tried washing dish soap but the scratch marks still there....look like ceramic tile to me. if it is really scratches, can use white cement to fill up the scratches.if it is cement stain, then use acid to remove.
