What casa said is right. You have to remove the supply line carefully. Without them you can definitely reach and tighten the tap, Of cuz 1 person is not enough. Need the other to hold on to the tap. And the correct tools... using the normal spanner not say cannot but very hard. The nut spanner you've shown on the first pic will be able to do the job.Hope you can solve the issue. Oh and try not to use the sealant. It's not gonna hold anything, it only prevents water from seeping thru. Last but not least... Maintenance very impt!
