ID mentioned she absorb the cost is to make you to feel obligated.2. HDB personnel as human nature is to play safe and does not want to be hold lability. They just follow the "black" and "white" procedure. When mentioned that is full wall hack, they process full wall as submitted. They do not want to be lability if they allow certain changes not documented. Should the other half wall "may" topple and injuries caused and may file claim against them.When the whole wall is hack as submitted in the document, then after the owner rebuilt the other half or complete wall, technically shall be the lability of the wall builder or owner and no longer HDB.
