Mouldy Ceiling At Toilet

Anyone has any idea roughly how much will it cost to do the below,

1) Grind/scrap off the affected paint on the ceiling til the concrete surface;

2) Paint a thin layer of approved base sealer paint and leave it to dry;

3) Apply two coats of emulsion paint to match the existing colour.

I was quoted $380 by a contractor. Is it reasonable?
