Hdb Permit Application Fee Free? Or Payable?

i am a bit confusing on HDB permit fee, some ID told me for renovation work hacking and tiling for bathroom and kitchen even more than 3 years old HDB, they will need to apply HDB permit, and will charge consumer permit fee range from S$200 -S$400 (dun understand why different ID different price)?

but when i check to HDB, they said HDB permit is FOC.

some ID even said if you need HDB endorsement then permit fee is chargeable, but it is not necessary if renovation work done by approved HDB contractor.

can someone advice is it FOC or payable fee?
