May I know what runs in the cornices where the wall meet the ceiling?

I just noticed that the whole length of my cornice the paint looks like bubbles are forming.

There is no stain and not peeling yet.

I suspect that the inlet pipe in running through the cornices and the pipe is leaking?

Yes I think it's a sign that moisture has seeped into the cornice. Happened to my wall sometime ago.
