Renting Out Whole Unit Of Flat Illegal?

I need advice in this matter. My neighbour has been renting out the whole flat to foreigners. I have never see my neighbour live in this flat at all. The previous time is to rent out to a family from China. They are very aloof but still endurable. After this china family move out, the flat is rent out to indian/bangala guys. It is really horrible because there are always different people coming in and out of the flat at different times and there are always unfamiliar faces. They also like to talk on phone loudly outside my door till late at night. I am fine when they park their bicycle outside my corridor cos i though we are still " neighbours" so i endure. But i really cannot take it when they actually ask me to move my plant away cos they think it is narrow to walk. What is wrong with putting a pot of plant outside my own flat? It is not a huge plant! Cant they just remove their bicycle?

Is there anything i can do? Where can i check whether this flat is rent out illegally or whether the owner did have license to rent out the whole flat?

I just cannot understand why these people buy flat not to stay but to keep renting out and make money? Pls advise.

If I'm not wrong, this parliament, they mention.

HDB common corridor need to have 1.5m min wide. But not too sure is this rule enforced?

U can do few things.

1. Take a photo of their bicycles park outside the corridor. Measure est what is the space left. Then email to your Town Council. Take few angles and few photos.

2. Email to your town council and HDB. telling them the frequent of changing face in your next door. You worry about family member safety. Or they are making alot of noise, until what time, is it daily/seldom or one in the blue blue moon.

Est how many ppl in that unit.

Flat owner can rent out the whole unit provided.

1. meet MOP

2. have HDB approval.

Need both. Lack of one , flat owner back side will got ants.

Then if the flat owner meet the above 2 requirement.

There is a max ppl can stay in that unit.

How to see? Take a photo of their door step. How many pairs of shoes they had, clothes they hung outside.

Rule from HDB abt renting out the whole unit

Eligiblity Conditions : Subtenants Citizenship

Subtenants must be :

a. Singapore citizens; or

b. Singapore permanent residents; or

c. Non-citizens legally residing in Singapore who are holders of Employment Passes, S Passes, Work Permits*, Student Passes, Dependant Passes, Professional Visit Passes or Long-Term Social Visit Passes. These passes must have a validity period of at least 6 months as at the date of subletting application.

*Construction workers who are Work Permit holders should be Malaysians.

Maximum Number of Subtenants

The maximum number of subtenants allowed in each flat is:

Flat Type

Total Number of Occupants

1-room and 2-room

4 persons

3-room

6 persons

4-room and bigger

9 persons

Period of Subletting

  • Flat owners are not allowed to sublet the flat on a short term basis. The period of subletting to each subtenant per application must not be less than 6 months.

How many tables?

Gather all this and feedback to TC.

If just once a week or over the weekend. I think should be fine.

Some time, family gathering.

But if 24/7 then.. sth is wrong.

But since Bento28 is selling away his unit. This mini casino concern will be gone.

each hdb max is 2 tables so if its more than 2 tables for mahjong, then its illegal no matter what is the time they play it.
