Upgrading Levy

Hi All, first time poster here...

friend needs to sell her flat, does she need to pay "upgrading levy"? already fully paid her upgrading costs last year... HDB website says something like "after batch 7 do not need to pay upgrading levy".

If need to pay then its really quite a lot.

Really confusing... appreciate any help to answer this qn! thanks!

Don't understand your question.

1. What kind or type of upgrading levy are you talking about.

2. What is "after batch 7"?

3. If she has fully paid her upgrading costs then what is upgrading levy?

"Levy" is a form of "penalty" impose on someone for somethings which are deemed discouraged from doing.

In this case, I believed, it is the sum that to be paid by the seller for "breaching" something, could be by delaying payment to upgrading fee, or by trying through a onw-way perception to pass the upgrading fee to the buyer.

I read that. Apply "critical thinking". Just to provide the "big picture", so where went wrong?
