Need Advise - Should All Expose Area Like Under Cabinet Be Laminated For Kitchen Cabinet?

Hi have noticed that my parents home kitchen cabinets underneath the top cabinets are not covered with laminate and the area under the bottom cabinet that's exposed are also not laminated. Is this the standard ?
