It Is Possible To Convert A Bathroom To A Room?

Hi all,

Just wanted to ask, my parents got a new condo and it has 3 toilets but only 2 bathrooms. It's only for the two of them, so they feel that 2 bathrooms is excessive.

Is it possible to convert a 2nd bathroom into a normal common room? It might be small, but at least my parents can use it as a storeroom or mini-library.
