Water Seepage - Common Toilet

We noticed that the false ceiling of our common toilet has watermarks and it's peeling. Pipes are visible when the false ceiling is removed. Can someone advise what we should do in this case? Cos we want to plug this problem before it gets more serious... TIA

eh?? In most houses, pipes can be seen when false ceiling is removed. :-) Why not just call a contractor to fix the leaks and replace the false ceiling?
