Hdb Rules On Buying Ec

My bro and his gf want to purchase an EC unit but the gf jointly owns a HDB flat with her mother. It seems that they are not eligible to purchase the EC under such circumstance. Can the gf request HDB to remove her name as a joint tenant of the HDB flat and how long would it take? Anyone has some answers? TIA

* Settle their outstanding liabilities such as:
