Why would contractors need to be registered with HDB/RADAC.

What difference would it make?

Only HDB registed Company are allow to carry out work and renovation at any HDB Flats. Lots of ID or Contractors "rental" permit from other company who have HDB permit to do renovation.

Just check the renovation permit pasted outside your new home and see if its name is same with the company u engaged, if not cross finger nothing goes very wrong.

P.S: Never ever believe the crap that they claim permit holder are their partner.
