Each month bill fluctuates, tenant's mood also fluctuates. 2. "lump-sum" charge to tenant per month. Both party happy. 3. Landlord absorbs all, give & take. Tenant happier. Can we use the bills for the past few years e.g. an average of $90 per month as a benchmark that we will only pay off that amount & the rest would be borne by the tenant?
