We've the keys to the new house already but he has not submitted the form to HDB yet. i think it is instantly upon online application. Unless there are walls to demolish which requires pe submission(which takes about 2 weeks) They will allow you to start work 3 days after the date of online application (not sure include non working days or not) Reason for them to take 10 days could be that the contractor is not hdb licensed and therefore has got no access to apply reno permit online. Therefore, they need to look for their "friends" and pay them about $100-$200 to apply for them *friends - someone else in this renovation industry that is hdb licensed.
