It prevents thermal transmission. User of rockwool to isulate basement from winter cold found it effective in reducing noise transission as well and that is why it became popular as a "sound insulation product.You cannot use it as external surface because it does cause itch to many. You would normally use it as acoustic lining between wall surfaces. It does cut sound transmission but not totally. Glass is better in this respect but glass reflects sound too much while Rockwool absorbs.You need to study how much "sound proof" you want your room to be. Depending on the use of the room, how much sound is produce inside or outside the room, the frequency range of the sounds, your budget and you may need to engage a specialist.Regards.
