When To Install Vanity Cabinet?

HDB will be doing toilet upgrading for my 2 toilets in 2 weeks' time. I would like to have a vanity cabinet in my MBR toilet (either bought off the rack or custom made). Can i still put in my vanity cabinet after the HDB sink is installed? If I do it after all works by HDB is done, does that mean i will need to dismantle the new wash basin or can the cabinet be custom made to accomodate the existing wash basin? Sorry if my question sounds clueless cos i am clueless as to how this sink and cabinet thing works together..
