Is That Complusory To Engage A Hdb Lcontractor For Building A Wall?

My master room and common room is merged into one.Previous owner hacked off the wall inbetween them.

Now,In want to do a hollow block partition to seperate it into two.According to reno guidelines,there is no need to apply for permit.

However,Is that complusory to engage a HDB lcontractor for building a wall?

If yes.Any good contractors to introduce?
