Can 2 Toilets Be Altered To Suit My Needs?

Now this 4-room HDB flat (old type) has 2 toilets facing the kitchen. I plan to tear down the wall in the bedroom to gain access to one of the toilets. The other toilet will stay put in the kitchen.

Another thing is, my new toilet needs to have a toilet bowl on top of the existing shower point. Is that possible? Can we alter such structure and add in a new toilet bowl? Can the wall be torn now?

Is this possible for HDB to approve? Need real advice from expert. Thanks I know NOTHING!
