Venting Pipes In Hdb Bathroom

Can some kind souls here advise me on if there is such a thing called venting pipes located in HDB bathrooms and are not removable?

my flat is 4A and built in 1980.

upon completion (actually renovation is not totally completed but i have moved in, i will start a new topic on that and will highlight to all to avoid the ID that I engaged) of renovation, i see that 2 pipes protruding out from the floor of the master bath room and 1 from the common bathroom. when i check with my ID, he said cannot remove as it is for venting.

I am puzzled, venting for what? further more, he is going to seal it.

hope to get some light of this from here.

i believe those pipes are original from hdb for the location of the sink. my place used to have it when it was first renovated 20 years ago. then we redid the house 4 years back. those pipes are now covered below the floor tiles.. so i guess it can be removed...
