First Inspection By Hdb?

Hiya,

I understand that for HDB first inspection, they check to make sure that there is no unauthorised reno and that the unit is structurally sound.

But the HDB letter also advised the buyer to get a 'qualified person' to do that.

I wanted to check if:

  • Is it necessary to have a 'qualified person' at the first inspection?

Does the technical officer really come and spend half a day to check the unit? Or is it usually shorter than that?

Can the technical officer tell us which walls can hack, whether water/sewage pipes must change?

Would really appreciate your advise on this. First inspection is this Friday! Quite excited... But this means must take leave :(

erm.. mine took like 10mins on the average. Very nice lady. even tao pao breakfast to my place. :P

That was the inspection before 1st appointment.

if you are selling then you have to be around. buying.. erm.. no need to be around..

Hi curryqueen, Congrat. If you are the buyer you dun have to take leave and be around. Only seller needed to be around. How long you have to wait of yr 1st appt date now?

1st appt in mid-May. So by the time everything finished (if there are no issues), I should get my keys by July.

In 2006, I sold my 5-rm(whole unit was on rent), I wasn't on the spot!. The TO called me after inspection to remove a bar. I did, no paper signed???

You can log into "HDB Portrait" using your SingPass and ask them questions. Will be waiting yr time to be present(buying) during inspection. If there is any wall hacking in yr reno application, likely the TO will come down to inspect. Last yr dec, TO fm HDB informed me (before reno starts) he would be present for wall/floor hacking and he did some measurement, too bad I wasn't around.

One interesting one to share about those "vent stacks", or layman term -"wind pipe" in tiolet(master) and kitchen. You are not allowed to change, but can seal up the "vent pipes". These smaller pipes are "supposed" to be connected to the WC, basin, to allow "air" to be vent into "vent stacks" which leads to roof top and "vent". BUT, nowaday, I asked many people and saw with my own eye, these "vent pipes" are not connected to WC or basin , but just "sealed at one end.

I have written in to HDB asking to cut away these (2 #)vent stacks - Answer is "NO"- until now this issue is still puzzle me. Anyone come across this, pls share your experience. Next, If you intend to do pastering to whole house, inspect the finished work and ensure make good to your satisfaction, before painting starts.

:curse: The Tech Officer (TO) was supposed to come btw 10am - 1pm. I waited until from 10-11.30am still no show. Seller's agent and seller's dad was there waiting with me coz seller couldn't take leave. Seller's dad then left coz had to cook lunch.

11.30am couldn't wait anymore and left for work. According to my agent, the seller's side waited until 12pm then called town council to ask when TO coming. TO said 2pm!! Seller's agent made a huge fuss and the TO came at 1245 and left in 15 min.

Cannot believe it!They think we so free to sit and wait for them?! Any way, I went down to take some measurements of the place so I didn't waste my time. Sigh

Yah... he didn't come late after seller's agent called. TO wanted to come at 2pm and that would have made him late. But because of the call, he came within the scheduled time.

I went there because I wanted to ask the TO about the toilet ceiling and piping got anything wrong. The pipe in the common toilet (I think it's the sewerage pipe, but not sure), got blue stuff that looked as if it was leaking out, but no smell. Toilet ceiling plaster coming off (?), so not sure if upstairs toilet water membrane got issue or not... Err, who do I ask if I can't ask the TO? My contractor after the flat is mine? Or during second inspection? Do I have to be there during the second inspection?

Normally if there is any leaking issus, buyer can choose to dun buy the unit but if buyer dun mind about this issus, he/she can inform T.C to rectify the leaking problem after the sale completed.

For 2nd inspection also know as final inspection, best is to arrange on the day before 2nd appt and you have to be there to make sure the house vacant and nothing left over for you to clear up the mess the ex-owner left over. Only give the agent cheque after all this done up properly.
