Cost Of Creating Another Drain Hole

Any ideas how much it would cost to create another drain hole? My 2 toilets will be undergoing toilet upgrading under HDB's home improvement program. They will be hacking away pipes, tiles etc. I am thinking of putting in a shower screen as i want my toilet to be wet only at the shower part. To do that, i have to create another drain hole. Contractor said it's not under HDB's programme and it will cost extra. Any idea how much extra it will cost?

Cost of creating another Drain of the reference is to complete with the principle costs, most of their costs get nearer from the value of the drain and work etc.
