changi 0 Report post Posted January 21, 2010 Anyone knows the cost of replacing gutters? the gutters of my house has a hole and it is causing flooding at undesirable areas of my house. are gutters banned by NEA because gutters are breeding grounds for mosquitoes; or the ban does not affect home owners? The NEA will did every hole to get lavae so that they can fine you $200.00. This includes all obvious places and other water containers, including pitcher plants. So keep the gutter free of dead leaves and make sure nothing collects water, or use plenty of chemicals to combat the breeding of mosquitoes.
