Maybe because compared to mine which has a lot of carpentry work and hacking and reconstruction 15k is quite low. But then I am not sure if 2k is sufficient for one toilet. I am not an expert but for my toilets, just one small vanity top already cost $900. Shower screen another few hundreds, and I think changing the tiles may be the most costly of all. All other were saying 6 to 8 weeks. However, they are expensive. Still got other items though like painting the whole house, replacing three bedroom doors, water proofing, installing new L-box in living and dining area. also installed bathtub and granite "counter" in MBR toilet. Plus, sad to say I got charged for corregated cardboard, acid cleaning, removal of debris, haulage service...which others quoted less or even FOC. Then again... some of the other quotes I received also charged for these items. Others gave it FOC, but were more expensive on other items. Someone on the forum said that more or less most quotes are similar. Some items will be cheaper, others more expensive and find this to be true. In the end, from the 5 quotes I received the difference between the cheapest and most expensive quotes I received was about $900, but the cheapest quote came from an ID who had numerous horror stories on this forum and other blogs....
