I am re-painting 3 bedrooms. How much paint will i need? Do I need a coat of base paint as well?

Should be about 6 cans including primer. Factor in about 2 cans for ceiling.

can i use the ceiling paint as a base paint for the walls?

Get proper primer as undercoat, dun use the ceiling paint.

Reason is primer are specially formulated to protect the paints you are painting on, and to ensure maximum applicability. You dun need alot of primer, cos you can always dilute them down if you are painting dark over light.

Ceiling paint if you want to save some $$ can opt for Matex. But the quality is not very good.
