Water Piping With White Cement..

Anyone got their water piping, cover with white cement over some spots of the piping ? Not sure if they use it to cover the dents or...Will that be safe and cause a leak in future ?

Any advise would be helpful. Should have taken a photo but i forgot...will try to find one and post it here as well
