so this neighbour have been staring into my house ever since i have moved in.

until 1 fine day, i went over n talked to him nicely, he didn't respond at all.

i thought he was a mute/deaf.

then the following day, he wore a helmet and a towel covering his face and stood at my door, shouting in chinese, threatening.

i told him to remove his helmet n i will call the police.

so police came 25 mins later and told me to file against this neighbour at the sub-court.

as i checked the offences...i found..

Intentional harassment, alarm or distress

13A. —(1) Any person who in a public place or in a private place, with intent to cause harassment, alarm or distress to another person —

(a) uses threatening, abusive or insulting words or behaviour; or

(b) displays any writing, sign or other visible representation which is threatening, abusive or insulting,

thereby causing that person or any other person harassment, alarm or distress, shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $5,000.

[12/96]

(2) It is a defence for the accused to prove —

(a) that he was inside a dwelling-house and had no reason to believe that the words or behaviour used, or the writing, sign or other visible representation displayed, by him would be heard or seen by a person outside that dwelling-house or any other dwelling-house; or

(b) that his conduct was reasonable.

i'm so getting this neighbour.

wat a weird neighbour u have there.

But your 1st sentence mislead me, i tot u r toking abt Payton. :P

why is he wearing helmet and all? was he disturbed that you are doing renovation work? really weird neighbour nia...

Sorry to hear about your neighbour causing problems.

Best you can do to start with whilst you look at going to court is to video his bad behaviour.

Use your mobile and if he comes over shouting then video him at your front door, or staring in to your place etc. Strange how people modify their behaviour when they are being recorded and if he does not change his ways then you have evidence to hand of how he has been acting which will act against his claims of not doing anything wrong when it comes to court. If he comes to yours all dressed up to hide who he is then if you can reasonably safely, follow him back to his place when he leaves all the time recording so you have evidence he has gone to that place. Make sure you do not react to him when videoing. Be calm and polite even if he is swearing and cursing or just say nothing at all. Shouting back etc will be on the video and will not work in your favour.

lol, def. not payton.

until today payton is still an unknown to me. i did invite him/her over see see but he/she didn't accept.

reno wrks long ago been done and i just shifted in for a week plus.

every now n then, i can see this neighbour standing outside his window/door n look into my house

and sometimes i just look back, but of course, he is the winner in staring.

the purpose of concealing his identify by wearing a helmet n a towel across his face is intentional.

n he was shouting in chinese n my husband only can understand the only english word n his shouting i.e army officer

anyway police didn't classified this case as urgent and i only can sought my own lawyer to file against him.

my time/my money VS an old uncle

worth it?

btw, i'm already in the process, just made another formal report at the friendly NPC.

hmm..spoke with my powerful lawyer n he reprimanded me for not taking a photo/vid of him shouting outside my door.

but it was too late by the time i went out, my husband didn't record him.

by the time i went out, told him to remove his helmet n said i will call the police, he went off.

where got time to take video, too bad i didn't install cctv at the corridor.

it doesnt feel good when u r in the right and u cannot do anything about these people.

as my lawyer say, u never know if he's of unsound mind and taking up a private summon against him might not be the ideal case.

See him staring, say high, wave and smile, get your camera so he can see exactly what you are doing, take a picture of him, say thank you politely.

If he does not get the hint, print them out, hold an exhibition outside your front door call 'The seven deadly stares' and put up 7 pictures of him with captions like "Praying Mantis stare", "Enraged Camel Stare", "Striking Cobra Stare" etc. Have a different picture for each caption or take the same picture and repeat it 7 times ;).

Second option.... When he is staring, have a mirror handy and then put it in front of himself. Let him fit with his reflection to see who wins.

It is sad in a way that some older people have nothing to do so anything to occupy their time. We have a few older people who will just stand around and stare at us sometimes. Never saying anything but just stand there and stare and follow us with their eyes. No expression, nothing. We also have an old lady who likes to re-arrange the plants. As we are currently ground floor we have some pots with plants and some of them just go missing from the pots. One day this old lady confided in my wife that she had planted a new plant in one of our pots because it looks better in our pot than in someone elses 8|

We also saw a place when looking for our new apartment. One big downside was that the kitchen window looked straight through the lift lobby so everyone getting in or out of the lifts can see in to the kitchen. Great for recording the coming and goings of people but having no privacy in the kitchen is not so good. Needless to say, we did not buy.

Possibly. We reported it to the local police but without proof hard to do anything. Can't expect them to place a policeman hiding behind a tree all night to try and catch the plant nabber. They have far more important things to do like fining people for not paying tax on cigarettes ;) .

They suggested installing a camera but really, S$100-200 for the camera to catch a thief of plants costing S$20. Makes little sense. Our new place is top floor with only around 6 units on our balcony so fairly private. Will get some more plants then. Just hope our ninja snails do not follow us :o

Gosh. What a weird neighbour u have. Should pay u a visit one day to see if I've seen the Uncle before or not.

Payton is very busy now hence have not been able to pay u a visit. We would love to visit u one of these days when we are free :)

I did some DIY too, but had a hard time sticking them on the glass.

did you use soapy water? or just remove backing and stick?

got these decals from JB-City Sq @ some push-cart, not that exp neither it was cheap

i bought some really cheap ones from china, 20cents sgd but have yet to stick it on (see picture)

i just clean the glass surface with antiseptic and stick it on using a credit card :)

i simple hate those small and thin decals...it was very time-consuming.
