Is This Normal?

Sorry i am new buyer so not sure it is normal case for all.

I received a letter from SLA saying that HDB had lodged a Caveat for my just purchased flat. Is that a normal case as i took loan from HDB? Everyone receive it? Letter didn't describe anything else. thanks.

in my case, a caveat lodged by another party, a money lender, on the flat i'm interested to buy (this is on the seller's side). hdb also have lodged caveat on my behalf.

what will happen if by the resale completion appointment, the caveat from the money lenders have not been withdrawn?
