Expanding Size Of Toilet In 3s Flat

Hi all, I am pretty desperate. Please kindly advise if you know. I bought a 3S flat in Havelock Area. After meeting up with 2 contractors, the first contractor told me that I can't expand the size of my only toilet ( W914 by L2200). The other contractor told me that there may be a small possibility that I can either expand the width or the length by 1 foot ( 600mm).

I simply can't accept this!! I was told that HDB is especially strict with old flats like mine.

Anyone with similar experiences, please kindly advise!
