Do check all your hoses and parts, we had this problem before, what we did was to seal up the side air outlet (kindda hard to explain - you have that?) at the side of the cistern and the situation did improved. I suspect it has something to do with pressure.. though I'm not really sure myself i got different problem. after flushing, it takes a long time for the water reserve to be filled up before i can flush again.
