Need Sealant Prior To Wall Painting?

Hi,

I have seen that some of you here have sealant prior to paint of the wall, which I assume is for the totally new house (unoccupied before).

How about for resale house, do I need to have sealant on the wall first prior to painting also?

What is the purpose of sealant?

I have a plaster box-up in one of my wall. If I do not do general sealant for whole house, would my box-up have sealant prior to painting, as per general contractor quote?

Please advise!
