Hi you can try Sim Lim Square basement 1 there is a shop doing custom made badges and stuffs. Not sure if they got do small quantity or chinese characters, but its worth a try

hv u tried bras basah? there're quite a few shops doing signage.. all sorts of designs.. as long as u can specify wat exactly you wanted.. i mean the exact graphics, dimensions, sizes, colors, etc..
