Overlapping Hot Water Pipe Over Cold Water Pipe

This kind of workmanship -

1) why the pipe overlap each other? i think no need to overlap. just interchange the two piping will do, right? the Hot and Cold points can interchange - I heard can pull out that thing (that show H & C) and change it to the other way.

2) the joining part

For no 1 - my ID reply is that the left side is always hot water, and right side is always cold water. Its dangerous to interchange!! (cos hot water come out unexpectedly may scald pple!)

Reply : Then why dont do the pipes correctly from the other bathroom, so that no need to interchange?

ID: Cannot, cos the other bathroom the pipes are fixed already. One bathroom will always have this overlap problem.

True meh?? I need to go home to check.
