Help! Tiber Floor Damaged by Termites.

The timber flooring in one of our bedroom is damaged by drywood termite and we are looking to replace it with vinyl flooring.

We have talked to an ID and was told that it would require hacking and recementing before the vinyl floor can be installed. 

Anyone has similar experience?  Advise greatly appreciated.
