Delay in construction - avenues for homeowners to seeking redress

Yes, my builder says he is having cash flow issues.  

He texted me today that he is looking for funds to complete my project although I have been diligently paying him the monthly progressive payments and have even paid him in advance for items or work I have yet to receive.  My money gone!

My project not moving at all - he sends 1-2 workers a day just to sand the walls, plaster a bit here and there and do some painting

All his subcons refuse to come back to complete the work because he almost never pays them.

His supervisor told me he owes him and his workers 3 months' salary.

Yet he is tendering for new projects....in spite of not completing the overdue current projects

The thing I don't understand is he has completed at least 4-5 projects in dist 10 in the recent years and where did all that money go to?

I wonder if he is pulling a fast one on me. Paying someone who is financial trouble can be risky as the money may go to paying his debts instead of the intended purpose.

I am currently getting legal advice, kiv terminate and claim liquidated damages.
